Philippine EV Market Continues to Accelerate, Says Local EV Experts – CleanTechnica

“The Philippine electric vehicle sector is experiencing a significant acceleration in investment and policy implementation,” says Edmund Araga, President of the Electric Vehicle Association of the Philippines (EVAP).

The progress and sustainability of the Philippine electric vehicle market is central to this year’s 13th Philippine Electric Vehicle Summit (PEVS), organized by the Electric Vehicle Association of the Philippines (EVAP). The event runs from October 23 to October  25. The industry’s expansion is anchored by the Electric Vehicle Industry Development Act (EVIDA) of 2022 and guided by the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI).

What happened last year

At the 12th Philippine Electric Vehicle Summit (PEVS) last year, the plenary sessions covered the state of the local EV industry, delved into policy discussions, addressed consumer adoption by debunking common myths, and featured a policy dialogue with the ASEAN Federation of Electric Vehicle Associations (AFEVA).

Furthermore, the summit included technical safety sessions for industry professionals and discussions focused on connecting electric mobility to sustainability goals and engaging the youth and academic sectors. EVAP President Edmund A. Araga stated that the event showcased “the latest trends and innovations that would further drive the shift to electric mobility,” highlighting its role as a crucial gathering for thought leaders, manufacturers, and enthusiasts.

Technical & financial development metrics

Government agencies and private entities have registered substantial capital commitments across the EV value chain. The Board of Investments (BOI) confirmed an exploratory initiative by a Chinese delegation in 2023 to establish local manufacturing operations for electric vehicles and associated renewable energy components, although specific financial figures have not been released.

Concurrently, the Department of Energy (DOE) has acknowledged proposals from private investors targeting the deployment of an aggregate 4,000 EV charging stations (EVCS) within the next two to three years. This effort is aimed at supporting the CREVI goals, which project 7,300 EVCS nationwide by 2028 and 20,400 EVCS by 2040 to service an estimated 2.5 million electric vehicles.

In the manufacturing segment, Mitsubishi Motors Philippines Corp. announced a five-year capital infusion of 7 billion Philippine pesos in June 2023, designated for EV and renewable energy initiatives. Furthermore, a $100 million financing arrangement from the Asian Development Bank (ADB) was secured by Ayala Corporation’s EV subsidiary, ACMobility, in January 2023 for the acquisition and deployment of charging infrastructure and commercial EV units. Adding to the local production capacity, Australia’s StB GIGA Factory initiated operations in September 2024 for the first domestic EV battery facility in New Clark City. This plant is projected to reach an annual production capacity of 2 gigawatt-hours by 2030, a capacity sufficient to power approximately 18,000 EVs, with provisions for export.

Economic and policy framework

The Department of Trade and Industry (DTI) formally lobbied for the new Electric Vehicle Incentive Strategy (EVIS) in June 2023. This proposed measure is estimated to generate 11.4 trillion Philippine pesos in economic output and create up to 700,000 local jobs across key areas, including EV assembly, battery production, and EVCS maintenance services.

Araga emphasized the critical need for continued investment in battery technology and charging infrastructure as a prerequisite for scaled national EV adoption, citing the volatility of global petroleum prices as a supplementary factor driving the transition. The industry’s commitment, as articulated by Araga, is to support government policy implementation and foster a robust local EV ecosystem.

The 13th PEVS is now the industry’s default annual platform for stakeholders to align on infrastructure development, technology showcases, and policy advancement.
