Help States Tackle Transportation Emissions, & Win A Luxury EV

The transportation sector is the largest contributor to the country’s climate pollution, accounting for a third of all emissions. In fact, a recently released report from Rhodium Group found that while emissions decreased overall year over year in 2023, the transportation sector’s footprint increased by almost two percent. 

While transportation emissions are growing, the sector is rife with technological and policy opportunities to turn the tide. Over half of the sector’s emissions stem from personal vehicle use, and states are passing policies on vehicle emissions standards and charging infrastructure development to target emissions from this source. 

State Progress on Transportation Emissions

In 2023, seven states adopted Advanced Clean Cars II (ACC II), the second version of a California law that requires a progressively increasing percentage of passenger vehicle sales to be electric (100 percent by 2035) — Colorado (2032), Delaware, Maryland, Massachusetts, New Jersey, New Mexico (2032), and New York. Two other states have drafted ACC II regulations under consideration: Rhode Island and Maine

States are also passing bills that will expand charging networks for the growing number of electric vehicles on the road. In Maryland, Governor Moore signed the Clean Transportation and Energy Act, which extends their Electric Vehicle Recharging Equipment Program through fiscal year 2026 and increases funding from $1.8 million to $2.5 million annually.

Climate XChange has been working to pass state-level climate policies from its founding in 2013. Since then, we have built a network of over 15,000 state policymakers and advocates, providing them with resources, information, connections, and other support to help them pass effective and equitable climate policies. 

In 2021, we introduced our State Climate Policy Dashboard, the most comprehensive publicly accessible database, tracking over 65 climate policies across all 50 states. In 2023 alone, the platform received over 23,000 views, and our biweekly updates on newly enacted policies reached over 60,000 views. Our team’s work has been recognized as a useful resource by the NY Times and the EPA.

We’re also on the ground in Maryland, where our campaign is fighting to pass an environmental justice bill that will invest billions of dollars in underserved communities.
