Saudi Arabia and India Top the List of Russia’s Fuel Oil Buyers
London, August 27, 2025, (Oilandgaspress) ––– ADNOC announced today it has signed a 15-year Sales and Purchase Agreement (SPA) with Indian Oil Corporation Ltd (IndianOil), India’s largest integrated and diversified energy company, for the supply of 1 million tonnes per annum (mtpa) of liquefied natural gas (LNG) sourced primarily from ADNOC’s lower-carbon Ruwais LNG project.
The 15-year SPA converts a previous Heads of Agreement into a definitive agreement and underscores ADNOC’s expanded global footprint, particularly across the high-demand Asian LNG market, and reinforces its role as a reliable global supplier of LNG. Under the terms of the SPA, LNG cargoes can be delivered to any port across India, supporting the country’s growing energy needs and enhancing its energy security.
By 2029, IndianOil is set to become ADNOC’s largest LNG customer, with a total offtake of 2.2 mtpa – comprising 1.2 mtpa from ADNOC’s Das Island operations and 1 mtpa from the Ruwais LNG project. Read More

Plastic Energy, a global leader in chemical recycling, has announced the production of its first batch of TACOIL™ at its joint venture plant with SABIC in Geleen, the Netherlands. This marks a key milestone on the road to full commercial operations.
TACOIL™ is made from hard-to-recycle post-consumer plastic waste that would otherwise be incinerated or sent to landfill. It serves as a replacement for conventional naphtha in existing petrochemical plants, enabling the manufacture of food-contact packaging, medical-grade plastics and other high-quality products. The polymers produced at the plant will significantly increase commercial volumes of circular polymers which have been used by brand owners in a variety of consumer and packaging products since 2019.
Plastic Energy’s patented TAC™ chemical recycling process breaks down mixed plastic waste using heat in an oxygen-free environment. Once fully operational, the plant will recycle 20,000 tonnes of plastic waste per year.
The technology, already proven at industrial scale at Plastic Energy’s plants in Spain, is designed to plug directly into the existing plastics value chain. Less than 30% of Europe’s 32 million tonnes of plastic waste is currently recycled.1 The SPEAR facility, which is set to be the first example of a third-party chemical recycling technology being integrated into an existing petrochemical facility, will help support and enable the EU’s goal under the Packaging and Packaging Waste Regulation (PPWR) for all packaging to be fully recyclable by 2030. U.S. President Donald Trump suggested there are limits in his campaign to thwart wind power, even as his administration moves to halt the installation of turbines in farmland and coastal waters.
“We’re not allowing any windmills to go up unless there’s a legal situation where somebody committed to it a long time ago,” Trump said Tuesday during a White House meeting with cabinet officials.
Trump’s comment underscores a potential distinction in the administration’s approach to federally permitted wind projects, with more scrutiny — and risk — heaped on ventures that have relatively recent authorizations.
Most recently, Trump ordered construction to stop on the nearly complete Orsted wind farm off the coast of Rhode Island. Trump reiterated his opposition to wind power Tuesday while scoffing at solar arrays he described as “big ugly patches of black plastic that comes from China” and are marring farmland. He didn’t elaborate on what kinds of government wind commitments would be too old to warrant changes now. Read More .

Oil prices continued their sharp decline on Wednesday morning as markets weighed the potential fallout of the United States imposing 50% tariffs on Indian imports. The US increased tariffs on select Indian goods to 50% on Wednesday, marking the highest tariff rate imposed on any Asian nation. The action is a direct response to India’s ongoing imports of Russian oil, despite Western sanctions targeting Moscow’s energy exports. However, despite the tariff hike, local refiners in India have shown little indication of altering their purchasing behaviour. According to Bloomberg, market observers have noted that Indian refineries have not made significant changes to their buying patterns, with most planning to maintain the bulk of their oil purchases as usual. At present, the global outlook for shale oil and gas production indicates a positive trend, with notable increases in production expected from top countries over the next few years, including the incumbent leader US. The growth is anticipated to be largely driven by the sustained rise in oil and gas demand from sectors such as transportation and power generation. Besides, shale oil and gas extraction has become more efficient and cost-effective, thanks to advancements in horizontal drilling and hydraulic fracturing. These methods have boosted production and somewhat lowered the break-even price for shale resources. Additionally, adopting digital technologies, including the Internet of Things and data analytics, has refined extraction by enabling precise drilling, reducing waste and enhancing safety. Although the shale boom has somewhat receded in the US, optimism around this unconventional resource remains, driven by technological advancements and significant discoveries in countries such as China, Argentina and Saudi Arabia. Russia’s fuel oil shipments went mostly to Saudi Arabia and India in July as Asia and the Middle East remain the key outlets for Moscow’s fuel oil and vacuum gasoil (VGO) amid import bans and embargoes in the West.
Russia’s oil products have been banned in the EU and other Western countries since 2023, so Moscow has redirected most of the shipments to Asia and the Middle East.
Saudi Arabia, which runs fuel oil in power plants to meet soaring air-conditioning demand in the desert summer, and India, whose refiners run fuel oil as a cheap alternative of Russia’ Urals grade, were the largest buyers of fuel oil from Russia last month, Reuters reported on Tuesday, quoting LSEG data and trade sources. According to an internal test, the Astra Sports Tourer Hybrid can cover more than 1,200 kilometres under real traffic conditions – without refuelling. . A system output of 107 kW (145 hp) and a fuel tank volume of 52 litres – these were the prerequisites that the Opel Astra Sports Tourer had for its long-distance test. Then the Opel test drivers set off on a route of about 106 kilometres, which led from Rüsselsheim via Darmstadt to Worms and back to the Opel headquarters on the left bank of the Rhine. The route, which the Astra Sports Tourer Hybrid completed 11 times over two days without refuelling in between, included a wide variety of road types. The test drivers drove on the motorway as well as on country roads and small village roads. They reached a top speed of 138 km/h, drove through villages at low speeds and had to queue up in the morning commuter and afternoon rush hour traffic as well as at construction sites – often in consumption-intensive stop-and-go mode. Thus, the test took place under everyday conditions as experienced by every driver and as they are also used as a basis for the WLTP cycle. The outside temperature during the test period averaged a pleasant 23 degrees Celsius.
The Astra Sports Tourer Hybrid Opel used was equipped with numerous extras such as an electric sliding glass sunroof – details that increase weight and thus consumption. Read More
