Encino Environmental Services Selected by the EPA and Department of Energy to Receive Funding for Two Cooperative Agreements

Encino Environmental Services will develop and implement advanced technologies for improving flare monitoring and efficiency in addition to reducing emissions from storage tanks

HOUSTON–(BUSINESS WIRE)–The U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA) recently announced the selection of Encino Environmental Services (“Encino”) to receive $11.0 million in federal funding through two Cooperative Agreements aimed at reducing methane emissions in the oil and gas sector. One project will focus on developing advanced technologies to enhance flare monitoring and efficiency, while the other will target methane emission reductions from storage tanks. An aggregate $850 million was awarded by DOE and EPA.

Scott McCurdy, Encino’s Chief Executive Officer, said, “I am thrilled to announce that Encino has been awarded funding for two projects from the Department of Energy related to advancing our storage tank thief hatch solutions and optical gas imaging camera technologies. We are honored and extremely excited to have been chosen, and to be in the company of many other great companies and institutions selected. We are especially pleased to see several of our trusted partners among the other recipients, which we anticipate will open new opportunities for collaboration and support in each other’s projects. These awards not only elevate Encino’s profile in the environmental technology and services market but also validates our leadership role in innovating and executing projects that have supported our clients in understanding and reducing their emissions. I’m excited about the opportunities these will create internally but even more so the creation of jobs and training opportunities for the communities in which we work. These projects will allow us to further support and strengthen the U.S. Energy industry’s ability to deliver clean, reliable and affordable energy globally.”

Ángel Esparza, PhD, P.E., Encino’s Vice President of Regulatory, Sustainability, and Technical Services, said, “Our team’s dedicated efforts have led to these significant awards, underscoring the critical importance of advancing technologies for emissions reduction. The associated projects will help expand deployment of innovative technologies that help oil and gas operators significantly reduce their emissions footprints and comply with stringent regulations. We are a committed partner to the industry and look forward to collaborations that will improve the emissions performance and sustainability of the energy sector.”

Encino projects receiving award grants include:

Advanced Methane Reduction System: Integrating Infrared and Visual Imaging to Assess Net Heating Value at the Combustion Zone and as a Proxy for Combustion Efficiency and Enhance Flaring Performance. The main objective is to develop and deploy an advanced continuous emissions monitoring system designed to reduce methane emissions from flaring activities by enhancing its monitoring and gaining insights. Encino in collaboration with its affiliate Sensia Solutions will develop this new monitoring technology that, when integrated with an operator’s flare management systems, will aim to optimize flaring operations, minimize emissions, and therefore, enhance environmental compliance.

Advancing Methane Emissions Reduction through Innovative Technology. The main objective is to develop and deploy technology that incorporates sensors and composite materials to address emissions originating from storage tanks. Encino will be basing the new development on the advancement of its proprietary Enviromech™ Composite Thief Hatch, first introduced in 2023, and which was recently awarded a patent. The next generation will include advanced internal components made of carbon fiber reinforced polymers and other composite materials. Also, the product will integrate sensors for remote monitoring and actuation.
